The arm rest can be removed from the seat on a 1998 F150 by locating the bolts holding it on. Remove the bolts with the proper tool and life the armrest from the seat carefully.

Pop off the round plastic cover at the hinge of the arm rest. Use a socket wrench to remove the bolt. You're done.
Type your answer here... If you can get just the armrestcover you can put it on yourself, its not that hard. Run the back of the seat tilted forward toward the steering wheel. There is a plastic track at the bottom of the seat back that can be undone, allowing you to reach up inside the seat. Look up where the armrest is and you will see a retintion clip on the armrest shaft. Use some long needle nose pliers to pull that clip off and the arm rest can be slid out of the seat. On the bottom side of the armrest you will see how to unhook the armrest cover and slide it off the arm.
I had issues with the arm rest coming loose and wobbling and I ended up removing the driver side arm rest and the passenger side arm rest and swapping the two. To remove the arm rest, peel back the velcro at the base of the arm rest, peeling back the cover and revealing the bolt. Then, simply loosen the bolt using a Torx bit size T60 I believe, and that should remove the arm rest.

I've got the same year/model. They did not come with a passengers seat arm rest that year - not even as an option. You will have to search the after-market parts suppliers for availability, or do a search on one of the Honda CR-V owners sites.
You must unzip the cover on the bottom of the arm rest and use a "torx" bit to unscrew the armrest!
Go to your back seat, put down the cup-holder/ arm rest, open the rear seat "pass thru", pull up the trunk carpet and there will be a silver cover with tubes and wires coming out of it. That is the fuel pump cover. Just unbolt that any you'll find the pump itself.
