There are several ways that a less than 50CC 2 cycle engine is governed. I will list some for you and you can check to see what applies to your engine. Most 2 cycle engines for the street are governed by: 1. A restrictor in the exhaust pipe. Now this is most often a washer or just a extra set of baffles along with a very small exit pipe.
2. Some engines use a block spacer inside the throttle side on the carb to stop the jet from opening completely. YOU cannot tell it until it has been removed, then hold on to your seat. 4 or 5 miles per hour on the top end and real good take off.
3. Electronics play a very large part now in governing top end speed. The electronic governor is built in and controlled by one wire most of the time. I would need to know who made your engine and a couple of other things in order to help you remove the governor.
4. Just a note for information. Most 47CC engines put out around 1.3 horse power. With out any restrictions or governors that same engine is around 3 horse.

your chopper is probally a 49.5 cc chopper because there is no 495cc engine on a mini chopper it would be on a real chopper and would be a 500cc engine with 2 cylinders.
THERE IS NO GOVERNORThere is no governer on the 43cc 2 stroke the maximum rpms(revolutions per minute)of that engine are reached at full throttle.adjustments to timing with off setting keyway on flywheel will alow you to advance timing and make tuning of carburetor able to give engine more performance without risking the life of engine........Take it from me im ase certified and did it myself.
