There are different govenors on these depends on who made it but one way which may work for u or not is follow throttle cable down to carb twist off top of the carb a spring will come up as you pull up at bottom of the spring is a metal ball remove the metal ball this will allow u to twist the throttle another half an inch and go about 7-10 miles an hour faster
dont take the governor off instead use liquid nos just put a shot in your gas tank Adding nos wont do anything but maybe improve accel. The problem with the pocket bikes is that the speed governor is set low and cuts out your engine at a certain speed.
If the engine is a 2-stroke you can see a small black block under the gold plated screw that connects the fuel cable to the carb. Saw it off.
If your scooter is a 2 stroke, there prapabally isn't one, but take your air filter off, pull the throttle all the way , and see if the carb opens all the way, if not, tune it.
