Start with a rear brake inspection and adjustment, then if the e-brake cables are still sloppy, you will find a threaded adjustment rod at the end of the main cable from the pedal under the middle of the car. It may need penetration oil and heat to free up the adjustment nuts. There should also be two small "S" hooks (one for each rear cable) that hold out the rear two cables. They attach to a hole in the floor pan, one on the driver's side and one on the passenger's side.

How do you release the parking brake on a 1968 t-bird?

I believe that year had an automatic brake release system. Push down on the pedal with your foot all the way and then quickly move your foot out of the way to the right, the pedal should then pop up and release by itself. There is no handle. It's an automatic parking release. Look in your owner's manual if there is one in the glovebox and it will explain it. If not, you should be able to find an owner's manual on ebay motors. It might be a little rusty too, especially if it wasn't used regularly. Some PB Blaster or WD-40 on the cable and on the actual latch mechanism should solve the problem. Also you might want to check the cable under the car for rust or any kinks in the cable and spray the whole cable with the lubricant all the way to behind the drumbrake on the rear axles where it attaches to the rear brake shoes. So...put the VW speedo in, snake the cable down to the driver's side wheel, stick it through the hole in the axle, thread the end of the cable into the hole in the cap, attach the clip and put the cap on. Then hook up the speedo and you've got it.
