By the number of protons (also referring to the atomic number). Every element has a certain number of protons and a certain atomic number (the amount of protons is always the same as the atomic number by the way). For example Oxygen always has 8 protons, and 8 as the atomic number. There is nothing that will change the amount of protons unlike the electrons and neutrons in an atom.
