You really can not tell for sure unless you have the proof on paper. If the dog has breeder papers. Otherwise just the look of the dog is not enough for proof. If your dog was bred by the same kinds of dogs (ex. beagle male & beagle female) then it is a purebred dog.
It should be registered with the AKC (American Kennel Club) and have registration papers showing who the sire and dam are, date of birth of the dog etc. The papers must come from the AKC.
The dog will have American Kennel Club papers.

it really all depends on which role the dogs body takes on, either blue heeler or rat terrier..and rat terriers come in three sizes..so its hard to tell until they are 6 months
