Lo Jack is an aftermarket add on. Many vehicles have similar product that are all built in. All GM products have OnStar which allows a vehicle to be tracked.
Only if they are in the car. Lo-Jack is a battery powered radio transmitter that is permanently installed in a car, truck, or large pieces of construction equipment. When activated by police, it transmits a signal to allow police to locate it. Unless you have a REALLY big firearm, would be pretty hard to install a Lo-jack unit.
