Look at the VIN ( Vehicle Identification Number )
Assuming it has the original size engine :
The 8th " character " of the 17 number VIN identifies the engine
" F " is the 5.0 liter / 302 cubic inch ( which is fuel injected )
" G " is the 5.8 liter / 351 cubic inch ( which has a carburetor )
ENGINE SIZE IN THE 1995 FORD CROWN VICTORIA POLICE INTERCEPTOR IS 4.7 LITER.

No Ford Crown Victoria or Police intercaptor has dual overhead cams. The dual overhead cam engines were only used in Mustangs and Lincoln MK8's.
The horn relay on a 1990 Crown Vic is located in a black plastic box that is under the hood, just behind the battery, the lid is held on by simple clips that come off easily. You should see a chart under the plastic lid of this box that will tell you just which relay is the horn relay.
Try a wobble extension . You may need to use a universal joint in addition to reach the bolt on the 97 Crown Victoria.

I remove the starter and test it, then take a pry bar and try to tun the motor over by inserting it into the teeth of the flywheel.
couldn't tell u for shore but the easiest way to tell is the upper hose on the radiator leads to the thermostat housing right in center of the block above the water pump
