The easiest way to do this is to check the cc's of the engine. This number is on the side of the crankcase. From 2003 to 2005, this dirt bike was produced with a 156 cc engine. In 2006, the engine design was changed to 149 cc. You could also find out the dry weight of the bike, that is its weight without fuel and oil. The 2003 to 2005 model was 216 pounds dry weight, the 2006-7 model weighs 223 pounds and the 2008 model is 236 pounds.
Its not a matter of age so much as a matter of size and ability. If the bike fits you go for it no matter what your age is.

You don't really measure. It depends on age, ability, weight and height. For a beginner rider from age 4 - 20+ I'd look at either the Yamaha pw50 (for a 4-6 yr old), the TTR series of yamahas for older kids, or Honda CRF-F's. A KLX110 by Kawasaki is a great bike for a beginner up to about 11-12
At age 13, you are supposed to be about 135 to 140, so 150 is okay. :-)
