When you can tell from looking at her while she is clothed that she has breasts.
When she asks for one.
When her breasts start getting tender as they develop.
Ask her if she needs more underwear, then when your shopping ask her if she wants underwear with 'Hello Kitty' or some kind of cartoon she likes. Then if they have a pack with training Bras, and underwear, then slip it in the cart. When you get home and she asks why there are bras in the pack, then tell her that it wouldn't be an outfit if she didn't wear both, and that it's like wearing a bathing suit under your clothes.
You have to remember that you're mum had to go through asking her mum about this stuff too! She will probably be nice and open about it. If you really do not want to ask her there are a few alternatives:
You could leave her a note
You could get a sibling to tell her for you
You could talk to another female relative or close friend about it
Or
You could just ask her to drive you to the shop and you can duck in and get your training bra!
Even if you go with one of the alternative options i suggest you still tell her about it, because as you go through puberty you will have to talk about much more awkward things than bras! So it's important to develop a strong bond with you're mum where you can tell each other anything

Hi I am in seventh grade and i remember when i asked my mom. It was SCARY! We were in the car and i made sure we were a couple of minutes away from home so that there wouldn't be an awkward silence afterwards. I recommend that also bcuz if she didnt finish talking to me about it when we got home, we could sit in the car and talk. First, be ready to have to compromise. She will most likely recommend a training bra or a sports bra. A training bra is like a bra with cups (a bra with cups is technically what is real bra is) but without the cups. It has stretchy material instead. You probably already know what a sports bra is. So, you decide that you want a bra. I recommend the car setting that i described, but if not then chose a setting that you are comfortable with. Take a deep breath (VERY IMPORTANT, trust me on this one) and say something like: " (person you are talking to), can i get a bra? I think i might need one." OR "do you think i should get a bra?" it helps if you start off with a question. GOOD LUCK! -Kate

You shouldnt be shy to tell your mom anything ! I honestly dint even have to tell my mom, she just bought me bra's! :P But i think, when you and her are alone,you should tell her this: Hey mom! I was wondering if we can go shopping to buy myself a bra, i think i need one ? And ask her what she thinks! Hope i helped you!

If they do develop breasts then she should, I am 10 and I dont wear a bra! Some are comfortable, my friends have them, my mum says I dont need them, but I tell her that my breast feels droopy without a bra. How old is your daughter? You should really be atleast 10 to wear a bra! It depends on your breast size
