If R = resistance, i = current and v = voltage, the formula is incorrect. It should be: R = v/i
The test equipment needs two test leads to find the resistance in a circuit.

Test the resistance with an ohm meter.
Ideally megger test is the best test used to check the resistance of motor winding.

Insulation resistance test: This test is used to find the insulation resistance of motor for 1 min or 10 min through high voltage insulation tester. By this we can find the insulation level. Polarization index: This is the ratio between insulation resistance for 10 min to insulation resistance for 1 min.
To ohm out a wire and test its electrical resistance, you need a multimeter. Set the multimeter to the resistance (ohms) setting. Connect the multimeter's probes to each end of the wire. The multimeter will display the resistance value in ohms, indicating the wire's electrical resistance.
