What is a Generic Electronic Module?
The Generic Electronic Module (GEM) is found on Ford vehicles and is basically a Body Control Computer. It controls many of the following functions on most Ford vehicles:
The GEM is bolted to the back of the fuse box.
Sometimes though the fuse box gets water in it and causes the same problems too.
I have seen alot of trucks have the Gem mod short due to water intrusion from seal of windshield. So if you determine it's faulty and you might have found water or mosture in it run blast the windshield and area around the wiper arms and check for leaks.
The Gem Module is a relay that control the majority of the electrical functions in late model ford vehicles

The gem module on an 03 Ford Explorer is under the dash. It is just to the left of the radio.

I believe the GEM is in the center stack of the dash and that the radio has to be removed to gain access
You can find the module for your 2000 Ford Explorer on the firewall in the engine compartment. The module will be on the drivers side of the firewall.
I'm not sure if your Ranger is the same , but on my 1995 Explorer with a similar dash the GEM is in the center stack of the dash , to the left of the radio On a 1997 Ford Ranget 4x4 the Gem module is located as stated above. Behind the radio and to the left.

The GEM in a ford windstar is located up inside the dash, above and to the left of the gas pedal. it's held in with a single bolt.
A GEM module may need to be programed on that truck and should be taken to a dealer to be installed. If the truck has Pats keys (anti-theft keys)
