Stand there and when he yanks up the ground, you can move and it will hit him, knocking him out. Put the cuffs on him and he will be back in prison. If the rock gets tossed the wrong place, you have to bring it back over. If you can't find it, just leave the park and the Sir Rebral scene will reset, so that you can try again.
