How do you tighten the belt tensioner on a 2000 Mercury Cougar and what kind of special tool do you need?

The tensioner is automatic- no adjustment needed, or required.
Tim is correct, if the belt is loose it means it is worn out, Replace it.
I cut the key off a 3/8 ratchet and welded it onto a piece of 1/4 flat steel stock 1" wide by 8" long, it was the only way I could fit a tool in there
