If it has tilt steering, you must pull steering wheel, plate, and lift up turn signal switch to access three torx screws. Remove one at a time, apply locktite and tighten. Reverse procedure.
If it is not a tilt wheel, then you may have a worn bearing or a loose center steering wheel nut. Must inspect.
There are 3 bolts under the steering wheel that sometimes work loose, usually because of people grabbing steering wheel to pull themselves into truck. You will have to rent or buy a steering wheel puller & re-tighten the bolts that are under it.I would reccommend cleaning them & using locktight brand thread lock.

I am not sure this is the trouble, if you remove the cover on the steering wheel there will be a large nut if this nut is tight the splines on the wheel could be bad, might be looking at replacing the column, or the steering wheel. I the nut is loose simple tighten and replace cover.
