My puppy is a crossbredIrish setter/red healer and when I got her I took her for a walk around on a leash.She is a spirited puppy and when she tried to roam I would stop her and tell her no.We have a large cattle pen behind our house once I stopped her from going there I had no problems.good luck

Red Heelers or Queensland Heelers are working dogs. The were carefully bred to be cattle herders and they're great at it. The biggest difficulty I've encountered with Red Heelers is that they NEED a job. If you don't provide on for them, they'll tend to seek out "jobs" -- often herding jobs -- on their own. So you'll see bored Heelers roaming a lot.

The best thing you can do if you don't want to get into the extensive training cattle herding requires is to walk your dog daily -- a couple of miles is a good idea (about 45 minutes or more). Twice daily is better. Get the dog to burn off some energy. And if you have time, work on games that involve fetching or herding or agility exercises

I realize this is a heck of a lot of work, but it's very hard to train an adult dog not to do what comes very naturally to it, and the results are dubious at best. The alternative is you controlling access to the outside, or Fencing in an area where they can work outside, the bigger the better.
