You can only transfer Pokemon from Diamond to Pokemon black. You cannot transfer them back. Be careful. You can only use poke transfer once you have completed the main storyline of black and white. You need to go on the route between marvellous bridge and black city.
And also, think about it. How is it even possible to put a Pokemon like victini onto diamond when he has not been introduced yet? *-*

Well, if you mean you want to trade a Pokemon via Wi-Fi, you would need to get Wi-Fi connection, and then go to the GTS, (located in Jubilife City) And talk to the recpetionist. She will ask you if you want to go into the GTS. If you say yes, you will have to save first. (note: you don't have to have the Pokemon in your party, if I remember correctly.) there is an option in there to put a Pokemon up for trade, and you just enter what Pokemon at what level you would like in return. hope that helped. ;)
