Your fish may have a condition called pop-eye. The best way to manage this is to ensure that you keep your tank water clean by following a regular scheduled maintenance. If you have at least a 20 gallon tank for your moor on it's own, and proper filtration, then you will need to do weekly water changes of 50%. If your tank is overstocked, then you will need to do more water changes depending on the level of overstocking.
Fancy goldfish need at minimum 20 gallons for one fish, plus 10 gallons for each additional fancy you add (that's 30 gallons for 2 fancies). Anything less than that will require much more care to keep the toxins in the water at safe levels.
