The United States Flag Code, Title 4 of the United States Code, sets out the do's and don'ts for the flag. They are not enforceable by law, however, unless a state adopts them as state law. Then they are routinely overturned by the United States Supreme Court as violations of the First Amendment right to free speech. It is the supreme irony that the flag that stands for the rights of American citizens to express themselves is subject to desecration in execution of that right.

In fair weather, the flag should be flown. Either by sunlight or by an appropriate light source, the flag should be lighted at all times. When necessary, the flag should be cleaned and mended.

It describes the proper treatment of the American flag, how it should be displayed indoors and outdoors, when and in what orientation it should be flow, under what conditions it is not appropriate to have the fly the flag, how it should be raised and taken down from a pole, how to treat old damaged flags, etc.
