Theres a couple things you need 2 look at. First, check your fuse box and make sure your fuse for your headlights isn't blown. Next check your grounds and make sure you have a good connection. Regals are equipped with a fuseable links that run from the battery to your starter solenoid. Its just a wire that usually melts when there is an overload in the system. Check these wires startin at the battery and visually inspect them to the starter. There should be 2 of them, one runs your system electrical and the other is for your headlights. If either is damaged in any way replace it. (your local parts store should carry these for less than 10 bucks) Im 95% sure this is your problem. If the lights still don't come on remove your light switch and run a wire directly from your battery or a 12v power source to the first wire on the switch. Experiment with the switch by turnin it on and off and use a test light 2 see if power is being diverted 2 the other prongs on the switch. One of these is sure 2 b your problem.
