A common cause for an ABS indicator light not coming on in a 2004 Toyota Highlander even when the ignition is started is electrical issues.

There are actually 2 bulbs in each tail light. Most likely, one of these bulbs is burned out which causes the blinker to blink much faster. Unless you look very carefully, you can't even tell that one is burned out since the other is probably still working.
Try checking the bulb, the brake light bulb may be blown.
Is the bulb burnt out? Change the bulb and it will blink at the dash and light. If it still doesn't work, check the turn signal relay.
