If your iMessage is not working, turn your device all the way off. Turn it back on. Go to settings and then general and then time. Set time to automated time. Again, turn your device all the way off. Turn it back on. Open iMessage, and it should work. If not contact the Apple Store, or look further online.
If you turn off roaming and turn off cellular data, you can use your iPhone on WiFi in India without any additional charges. However, if you either make or receive calls or use cellular data, you will most likely incur substantial additional charges, depending on the specific calling plan you have with your cellular provider.
Probably. Your question is complicated and lacking in details, so I'd hesitate to say for certain "Yes, you can do that," but most cellular carriers don't really care who made your phone as long as it's compatible with their system, and if you don't use the data features of your phone, you won't incur data charges. (If you do use them, then you will have to pay data charges. Whether you can turn off the features that require a data connection or not... that depends on the phone; you'd need to check with the manufacturer.)
You do not need to turn it on as it is software that is included as part of the latest iOS updates. You do need to ensure you are within an wifi network in order to use the service.
If you're using 3G, yes. But it can also go online through WiFi in which case you're not using data services. So short answer is you don't have to, but if you want to use it everywhere, you will need to. Example, when I visit Mexico I turn off Data services to avoid the roaming charges. But I can check e-mail and use all my apps anywhere with WiFi.
assuming you already logged your apple id into your device, simply go to setting-messages and turn on the imessages.
No
At this time, you have to contact Apple Support directly to have them make the change in their system. Go to http://www.apple.com/support/contact/. One temporary solution that has had some success is to have your friends go into Settings>Messages and turn on the Option to Send as SMS. Then the phone will send the text as a regular text instead of routing it through Apple's iMessage system.
They would turn themselves into cats in order to avoid detection.

No. You would at least avoid the charges for a forced repossession.
Hahaha I wish.
