I have an 02 Outback and if it's the same on yours you have to hold both the unlock and lock buttons on your remote at the same time for more than two seconds. It helps if you first unlock the vehicle and then do the above procedure. To turn the beep off you just repeat the step above.
There is no such thing as a 1995 subaru outback, the outback package was not offered on a subaru legacy until 1996, you either have a 1996 subaru outback, or you have a 1995 subaru Legacy L or LSI wagon. Both will be covered in most guide books you can pick up at your local autoparts store.

If the 2000 Subaru Outback is all wheel drive all the time, then it cannot be put into front wheel drive. All of the wheels turn all of the time on this vehicle.

I have a subaru outback 2001 LL BEAN and I don't know if mine has VDC or where to find the button to turn it on. ***** The VDC(Vehicle Dynamics Control) System works in conjunction with the ABS and the TCS(Traction Control System). It will automatically come on when you hit hazardous road conditions or if you make a sudden move, and will automatically go off when things are back to normal. So "you" don't turn it on, and "you" don't turn it off.....
Just a guess... but the constant velocity joint maintains appropriate speed on the wheel while in a turn.

Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.
