Go to >My Computer. At the very bottom, it should show a picture of a video camera with 'USB Video Device #2'. Double click the picture and you should see the light for your webcam turn on and a live-feed video will appear. You can only take still photos from here. If you want further instruction on how to use this device with a specific program, please ask another question.
Just go to the lower left side of your laptop. You should see a small wave logo. Click on that-HP Media Start.
Webcam is built-in on HP Envy 14 Beats. Using instant messengers and their tools for broadcasting video will automatically have the webcam turned on. There are also settings to tweak webcam preferences.
You will need to visit the HP website. There you can put in the specifications of your computer to get an accurate assessment of how to turn on the webcam.
Most HP model laptops are packed with 'HP Webcam' software. If it is not installed please check with your manafacturer's website at: www.hp.com/support/
Built in webcam can be used by camera applications. Camera applications create intent for Webcam in it.
The HP 2511x monitor does not have a built in webcam.
You go to start, search HP Webcam, and hopefully it will come up in results. Click it and the webcam will come up. If not, maybe it's in the manual. Good luck :P

you go to start and there will be a searchbar down at the bottom type in hp media smart webcam or whatever webcam you have if an icon says webcam click it and it will open webcam
Go to the start menu of the computer, select the All Programs option. Once there, go to Hp Tools and choose the options for Hp Camera. This will turn on the web cam for the computer.
