The earliest you can unlock her is Fall of year 2. If you are in Fall of year 2 and you don't have two Flowers with Nathan you'll have to wait until you do.
Once you are in Fall of year 2 or later and have Nathan to two Flowers go to the mountain top when between 10:00 pm and 3:00 am to get the scene where you meet Alisa.
