There is no m16 in Resident Evil 4; however, there is Chicago Typewriter (looks like AK47), P.R.L. 412 (Plaga Removal Laser), Handcannon, and Rocket Launcher (unlimited ammo). To unlock the P.R.L. 412 and unlimited ammo-ed Rocket Launcher, just save the game at the end and you should see that it says: "Cleared Game" then "Next Round". When it's on the menu, go to load game and play the game again that you just cleared. After you loaded it, there should be a merchant menu (I call it), then go to buy, then go to P.R.L. 412 and buy it, it's totally free! But for the infinite Rocket Launcher, the price is 1,000,000 pesetas.
The Chicago Typewriter is unlocked only by playing "Ada the Spy" and complete the game. It's short but quite hard. Then for the Handcannon, you have to complete all the games in the Mercenaries and get all 5 stars on every each game. Handcannon's price is 0 pesetas but if you want to upgrade it to infinite ammo and a high damage Handcannon, you have to spend about 30,000 to 50,000 or so, I never really did count the money for it because I played a lot of rounds and got it.

If you want to know how to unlock the other people just simply follow the instructions that are given before you actually start running around. You will probably have to get a certain score or rank to unlock a character just like Resident Evil 4.
