I believe you have to beat the campaign mode before it is available.
Although, if you want to go ahead and get it you must get out of the chair at the main menu where it says Campaign, Multiplayer, Zombies, and Options. To do this repeatedly press L2 and R2 on ps3, LT and RT on Xbox 360, and spacebar on pc. Then go in front of you and to the left of the many tv screens. Then you should be at the wall. Go left then go left again. There will be a computer hold square or x to use it. then type in "3arc unlock" without the quotes but with the space. then press square or x on xbox to exit it and x or a to sit back down then you can play on five and on dead ops arcade on zombies. Have fun.
