You can buy your level 1-19 skills at "Skill Master Ruby's" shop. Level 20-57 skills are purchased at the Mage Master in Elderine or the Skill Master in Sand Hill. 60-97 skills are purchased at "Skill Master Cyburn's" shop in Uruga. 97+ skills are bought from the Skill Master in Alberstol ruins or the Skill Master in Bera.
A master is a NPC (non-player character) which sells players who have reached level 99 in any skill the respective skill cape. For example, if you reach level 99 in the woodcutting skill, you can talk to the woodcutting master to buy a skill cape for 99,000 coins.
You do not make skill capes you get a certain skill to level 99 and then you buy it from a master in that skill

If you are talking about the wand skill, any caster class (Priest, Mage and Warlock) starts off with the Wand skill, allowing them to learn and use a Wand. Only they can use wands, other classes cannot. You become a master in the Wand skill by being level 80 and using your wand often enough to reach 400 skill. This counts towards the "Master of Arms" achievement.
To buff on fiesta online when you create your character you must select to be a 'cleric'. Then you must level up to level 47 I believe? Then you must buy the skill at the skill master in the town 'Elderine'. Then you put the skill on, and there you go! This buff is not the strongest you can do, if you level up more you can buy the new stronger skills to buff better.
