im not sure it can be done unless you take the column apart.
The key allows the lockplate pin to retract, which allows the steering wheel to turn. You need the key.

Most steering columns will unlock once you put the key in and turn the ignition on. If you are having trouble unlocking the steering, you should turn the steering wheel back and forth with the key in.

Steering columns commonly lock when the ignition key is removed. If the key doesn't want to turn and unlock the column, shake the steering wheel side to side to try and release it from the binding lock while turning the key.

You would need a locksmith to unlock it for you, there is no real way to do it without having the key.
Steering wheels are generally locked from the ignition switch. It is supposed to lock only in the OFF position. If you steering locks in any other key position, you likely have a problem with the linkage rod or cable that connects the ignition lock cylinder to the steering column. You have to take apart the dash and possibly the steering column to fix this.

There is a lever under the steering column. Its about 4 " wide and is horizontal. You can fit your fingers in it. Just pull it down to unlock and move the wheel in and out or up and down. Sometimes, the wheel sticks when you shut off the vehicle. When you have this happen, wiggle the steering wheel and the key should unlock. I have had the same problem and it worked for me. If that does not work, try rotating the key and inserting it again.
