What usually works for me is to have someone help you by grabbing a hold of the passenger side wiper arm while you grab the driver side wiper arm , then push or pull them alittle bit to get them unstuck. You want to push them in the direction they were already going and if they are all the way down then you obviously want to pull them up. You should not have to push/pull very hard, and you only want to do it until you feel/see them move. I have done this countless times on several Ford explorers and 1 Oldsmobile brevada.
Sometimes there is a racket system and the wipers have slipped. Used to happen all the time in my 1998 Buick. Always had to take them apart and put them back together.
Check the first two fuses in the fuse box under the hood. They are square and black.
The wiper switch on the ParkAvenue could be bad. Or, the intermittent relay for the wipers could be stuck, causing the wipers to run.
there is a problem with your bcm or body control module, have it checked
a 92 Ford Ranger stuck in 4th gear can be caused by several things. Low fluid, stopped filter, broken vacuum line or a stuck transmission valve can all be the cause.

The wipers on my 1998 Honda Civic were stuck on low so I assumed it was the switch and replaced it, but the problem continued. The local Honda dealer told me that I should replace the motor, which I did, and the problem was fixed.
There is a problem with the parking linkage. TAke it to a garage.
