An e-brake cable is probably frozen up. Replacement is your best option.
The parking brake wire is located under the center console. Around the parking brake there is a wire that routes to handbreak, it is normally green.

The wire should rest at 12V+ or zero but when the parking brake is on the wire goes 12V- .

2 things could be the problem. If the "Brake" light is on that usually comes on when you set the parking brake then it could be the brake fluid is low. Check that. If it is the "Brake Lamp" light then check your brake lights. 1 of them could be out.
