it is possible that your brake hoses are bad and soft not letting the brake fluid back out of your calipers
yes, the only purpose of the anti-lock system is to keep the wheels from locking up when you slam on the brakes. The brakes them selves function as usual. You will just have the chance of locking your wheels up and sliding if you slam on them.
If your brakes are locking up it is because the ABS is not working.
Keeping the brakes from locking up will allow you to steer out of a situation.
If the rear wheel brakes are locking up on a vehicle they should be thoroughly checked. The master cylinder may need to be replaced on the car.
If the brakes on a 2003 Toyota 4Runner are locking up there is a problem with the calipers. The units should be inspected for wear, to avoid any serious injury.

if back brakes are drum i would think they are worn out not allowing pistons in wheel cylanders to return. also could be valve in master cylander.altho that would cause all brakes to lock up. if disk brakes your calipers need overhauling or replacing
your back brakes are supposed to apply before your front brakes, they do this so your car does not take a nose dive every time you apply the brakes. but if it is very noticeable i would check the adjustment of your rear brakes (if you have a disc/drum setup) or i would check your proportioning valve if they are locking up

Someone probably screwed up the installation. Do you feel any pulsating when you brake?
If drum brakes you probably have a bad wheel cylinder on the side that is locking up.
