Open the tray below and you can pry the two vertical side pieces of trim off. This will give you access to the screws holding the trays in place. Remove the screws, then the stuck tray, this should allow you to remove whatever is jambing the tray.
The OBD connector is located behind the ashtray that is loctaed above the center console. Remove the ashtray to make this connector acessible.

The VIC Stands for Vehicle Information Center, and is located Center Dash, below the radio, above the Ashtray. It has 2 buttons. This has a picture of the vehicle and shows the status of the doors, the 2wd and 4wd hi and lo, and also any sensors such as low coolant and service due and more.
It may be a wiring problem, but most likely you have a few fuses out. The fuses are located above the gear shift in the center. You should see an ashtray below the 12V DC plug. There should be a long tab at the bottom of the ashtray. With the ashtray closed, pull up and then out on the tab. The ashtray should come out at that point. The fuses are located behind the ashtray, with a diagram attached to them.
remove dash trim
behind the glove In the relay/fuse panel behind the ashtray. After you remove the ashtray and holder you will need to remove the box above it to access the relay
In the dash above the glove box/ashtray
* pull the ashtray out * undo the fixings behind the ashtray * pull the panel above the radio (carefully) * undo the fixings you see above the radio * pull radio and heating controls out * unplug * wonder what you find to fill the big hole left
Pull out the ashtray and then the panel above and the cup holder . Radio will then come out
Take out the ashtray. Reach up above the metal frame that holds the ashtray. Feel around as the Turn signal flasher will be floating around, not attached to anything except it's own plug. You can pull it out through the ashtray opening and change it there. In the fuse box under the left side of the dash.
Behind a 6" X 2" panel in the centre console just above the ashtray
The wiper control module is a black box held on with a single bolt above the ashtray and below the climate controls. Accessing the module is easiest if you remove the ashtray first. I found this answer at: http://p71interceptor.com/wipersonlightson/ Hope that this helps.
