How do you upgrade your USB Root Hub 1to USB Root Hub Ver 2 on your dell latitude c640 laptop?

The Dell Latitude C-640 has HI-SPEED USB2 compliant hardware, but often driver problems cause the error "HI-SPEED USB Device Attached To non-HI-SPEED Hub".
This is not easy to fix (I'm still fighting it myself) but supposedly some of these websites can help:
