Private servers are not affiliated with Blizzard or the World of Warcraft game so any questions regarding them would have to be directed at the host of the server or their representatives.
To play on a World of Warcraft private server you should firstly find your server, this can be done using the wow server website. To play on a particular server you must create an account and use the account signup page to register for that particular server. Once you sign up to the particular server you need to find the server address.Once you find the server address remember to save the file.
For Warcraft III a World editor comes with the expansion pack, The Frozen Throne. no Official editor has been released for World of warcraft. You don't need an account on retail World of Warcraft at all. As long as you have the World of Warcraft: Wrath of the Lich King game client and all associated data files on your computer, you can connect and use any private server just by editing the realmslist.wtf file.
Connecting to a private server would require an adapted realm list, containing the connection information for the private server. When running this, you cannot simultaneously use the official realm list, so you would have to swap the realm lists every time you wanted to go private-public and vice versa.
All private servers are "legal" in that they are not breaking any laws. However, Blizzard considers private servers a violation of the Terms of Service of World of Warcraft in general, and therefore, any private servers are actually in violation of Blizzard Entertainment's Terms of Acceptable Use for their software. In other words, private servers are like pirated software, and you should always be careful to be sure your username and password on a Private server NEVER matches any other username/password combination you have elsewhere online.
You can't mod world of warcraft and by mod im guessing you mean making new content you can create a private server and mod that by then there would be no players except for you + you'd have to be really good at programming. You cannot be taken to court for playing a private server. i would think blizzard has better things to do....like make a better game.

You can not downgrade the official retail version of World of Warcraft. The only way to possibly to do it would be to use an illegal private server. Private servers are against the Eula/ToU you agree to every time you download or upgrade the client. We can not help you here as we can not tell you how to do something that is against the software's license.
Yes, it seems to be a private server. There are no servers named Aurarose on the default WoW server list, which is the one that you should use.
