It is an old-fashioned way to say "quoted" is all. Use it the same way in a sentence. Here are a couple of examples (the most famous is from the raven in Poe's poem, of course).

  • "A merry, merry man am I," quoth he.
  • "Thou art my heart," quoth her paramour.
