The only in game editors for portal are these 2 which I can think of: 1.garrys mod (not really much of a game EDITOR) 2.Valve's hammer editor, where you can create your own levels for more or less every game on steam (although im not sure and its very complicated)

When a valve is closed quickly the flow of water is interupted causing a water hammer. A water hammer arrestor or air chamber can be used to absorb the hammer.
Any quick closing valve such as a solenoid can cause hydraulic shock waves
Spray wd40 or equal and tap valve "gently" with a hammer while "gently" appling turn pressure on valve.

They use a vacume to raise the hammer while simultaineusly using it to move a valve which lets the air in again and causes the hammer to fall. I think.
Through the spark plug hole, soak the valve with penetrating oil. After sitting a while, tap lightly on the valve stem with a hammer. If after several tries this does not work then the head will need to be removed to see why the valve is stuck.
It's a pain. You need to pull the valve cover, remove the timing belt and the camshaft over the stuck valve, and tap the valve real lightly with a hammer to unstick it.
It's probably valve. The valve team also has steam. Inside steam you can use the level/map editor to design a new map with stuffs!
