You need a special cable made by Apple. When I bought it a couple years ago I paid $50. The cable has four main parts: 1) One flat connector ggoes into the iPod touch. 2) The audio output has one red and one white RCA jack that is for left and right stereo output to the TV 3) The video output has three connectors for red, blue and green output to the TV. My TV can accept all three of these, but if your TV can only accept a single video feed RCA jack, I assume it will still work with just one of these. 4) There is a USB connector that you could plug into a nearby wall electrical outlet, so that if you were to play your iPod for a long time it would not lose all of its battery charge and stop working. The cable I bought came with a cube-shaped USB to AC power converter that this USB connector plugs into so that you can plug it into the wall AC outlet.
It's kind of an expensive accessory, to pay fifty bucks to Apple just to get more use out of a $200+ toy, but I bought one because I had a gift certificate to Amazon to burn. Watch out if you buy it from Amazon, though: when I bought it from them it took months for it to arrive, and when I complained to Amazon customer service they said the checkout screen had warned me that it would take a while. When it finally arrived, though, I was glad I bought it, and use it to play stuff on my TV that I download from iTunes, and the quality is pretty good.
