No you cannot. The campaign is based on the death of almost all the Spartans and ultimatley your spartan making the ultimate sacfrice to save the pillar of autumn allowing Master Cheif and Cortana to live etc
Why does Noble 6 stay on Reach?
He stays on reach to stop the covenant super carrier from destroying the pillar of Autumn. He sees Emile being killed by the elites and realises he must stay.

Yes, but you cannot play as him, or be apart of his team. He can be seen as an Easter egg on the pillar of autumn in the last cut scene.
