If you have a Windows computer, you can wipe your computer clean with one of two ways:
Option 1:
1) Click on the Start button and then click on My Computer.
2) On a panel there will be a list of tabs. Under the tab labeled Computer, right click on OS(C:).
3) A list of options will come up. Choose format and acknowledge that you want to format the hard drive of ALL data.
Option 2:
1) Click on the Start button.
2) Click on All Programs
3) Navigate to the folder labeled Accessories.
4) Open the folder and click on Command Prompt.
5) In the Command Prompt, enter this command:
format C:\
Entering this command will wipe the hard drive clean. This may or may not work depending on your user privileges (if you do not have administrator rights, the system may not allow you to execute this command).
Scratch is Virus free so you can download it
It is possible the computer already has a virus that is preventing the installation of anti-virus software. You may have to reinstall the operating system from scratch to get rid of the virus. There is no other reason I can think of as to why the computer will not install the software.

The application itself does not. However, other files that are imported while using that application can be virus infested. Always, always, be careful about downloading anything from untrusted sites. Always check them out with a good virus protection scan program, first.
As far as I am aware, you can NOT get a virus on the iPod Touch 3G. I own one and use it to browse virus infested sites that would normally kill my computer. Have never had a problem with it. Though, it is possible to get multiple pop-ups, which is annoying, but unharmfull to the device.
Having virus protection installed on your computer is a good place to start. Watching what websites you are on and what you are downloading is major part as well.

If you are trying to ask how to stop viruses from making your computer slow- The answer is you need to kill the virus. You can go to a local PC hardware store and maybe they can kill the virus. I know of a place called "Computer Geeks" I don't know if they are in your area or not. But try a local PC hardware store. You might have options on your computer that CAN kill the virus.
