If you have checked the main fuse panel and did not locate it (could be linked in with an accessory fuse) the other place to look is behind the actual lighter casing itself, the silver "socket" that the lighter fits into can be pulled out and it will be attached to a wire with a fuse inline. I don't know about your car, but generally the darker wire is the ground, and the lighter one is the positive.
When your cigarette lighter fuse is good and there is voltage measured between the fuse's load side to ground (To check this, use a dc voltmeter or a 12v automotive lamp and an automotive lamp socket. Connect one wire to the fuse and the other wire to the chassis of the vehicle the lamp should glow if voltage is present on the fuse terminal.), check the wire between the fuse and cigarette lighter. This wire should be without cut and when the wire is good then check the connector on the cigarette lighter socket for loose connection or corrosion. One more thing is that, make sure that your cigarette lighter fits the cigarette lighter socket because not all cigarette lighters will work on some cigarette lighter sockets.

If the cigarette lighter is not working and the ACC fuse, inside the car, left of steering wheel, is still good (radio is working), the "fuse" on the back side of the cigarette lighter socket, a brown wire, has blown. Socket needs to be replaced or fixed with a soldering iron and a new wire.
buy a new one and wire it up with a soldering iron

the color of the positive wire should be a bright red color.
Take the old one out and wire the new one the sam way.
Did you ever find out where the cigarette lighter fuse was located on the 98 Camry? I have a 00 Camry and im looking for my cig. lighter fuse. The fuse is in a fuse box located under the drivers side of the dashboard to the left of the steering column. If the fuse is good and the cigarette lighter still does not work, the wire attaching at the cigarette lighter itself has probably burned or broken off necessitating the lighter be changed. It's a comon problem.
