It sounds like you are describing either a slimline or dc recessed base type of fluorescent fixture. There is a wiring diagram on the ballast of both of these types of fixtures. Do your wiring the same as what is shown and you will have no problem.

I don't have a picture or know where one is but I will try to explain the process to replace a tail light bulb in a 1987 Chevy Celebrity: 1. In the trunk near the quarter panel are 3 nuts. Remove the center nut, it will line up with the center of the tail light fixture. 2. Pull the tail light fixture out until the stud clears the body, then pull outward on the tail light fixture to free it from the back up light fixture. 3. The plastic bulb holders twist into place, twist back to remove them. You can then change the light bulb in the appropriate bulb holder. To install reverse the process.
