Assuming that this is someone that you have a good opinion of their character, start by stating how long you have known the person, and their relation to you- neighbor, friend, co-worker, student, etc. Make a brief statement regarding how you have found their character to be- as in honest, trustworthy, reliable, even-tempered, mature, etc.
To Whom It May Concern: John Doe has asked me to provide a recommendation letter for his [Put State Here] Class A Firearms license. I am not related to John but have known him for over 6 years and consider him a very close friend of the family. He is a respected professional man who holds his head high and achieves anything he sets out for. I believe John Doe to be of good character and that he will accept the responsibilities involved seriously and know of no reason why he should not be granted a [Put State Here] Class A Firearms license. I recommend that you approve his application. If you have any questions regarding this letter please contact me in writing or call me directly. Personal Information Goes Below

It depends on the locality and what they want to know. Generally speaking, you should state how long you have known the person, that you know the person is of good character, and, if required by the locality, that he has good reason to obtain the permit. For instance, the person owns a business or routinely carries large sums of money. That particular information may not be required depending on where you are. My personal recommendation also is, be sure the letter is properly formatted and grammatically correct for a business letter. No offense to you, because I know nothing about you, but if you send a letter in that looks like it was written by a 10 year old, which is much more common than people think, the permitting authority will probably disregard it.
What about it? You didn't really ask a question. If you're referring to obtaining a permit in California, you go to the local county sheriff. In Californica, each county sheriff can set his/her own requirements for obtaining a permit.
