Resume:

First, write your resume in a reverse-chronological format (most recent experience first, to least recent.)

Emphasize jobs and duties that are related to housekeeping, cleaning, and maintenance. At least try to pick out job responsibilities that indicate you are an organized, efficient, thorough, and dependable person. If you have prior housekeeping experience, emphasize your ability to use all of the cleaning tools necessary to do a housekeeping job without training. If you have ever trained anyone personally, include that information, as it indicates that you are competent enough to be trusted by management.

Cover Letter:

In the first paragraph, let the hiring manager know that you have read through the job description they posted carefully, and that you have the skills and abilities to meet the challenges of the job.

In the second and third paragraphs, go into detail about what would make you a strong candidate -- choose the best examples from your resume, but describe them differently.

In the fourth paragraph, tell the hiring manager that you'd be excited to have the opportunity to have an interview, and that you look forward to continuing the process.

Be sure to include your contact details on your cover letter, and to address the letter directly to an actual person (not "Dear Sir/Madam".)
