Yes. According to WikiAnswers, "In the United States, centenarians traditionally receive a letter from the president upon reaching their 100th birthday, congratulating them for their longevity." I've read about it on other websites too.

You can also write or send e-mail to your congressman or a senator.
Make your request at least six weeks in advance.
Anyone 80 or older can get a card.

∙ 10y agoContact your member of congress-- your senator or representative (they all have local offices in your state, as well as national offices in DC). He or she will fill out the form and send it to the president's staff, and you will receive the birthday card. By the way, congratulations on your family member reaching 100!

Requests may also be submitted through the office of one of the U.S. Senators or U.S. Representatives from your state.
Cards will be sent to those 80, 90 or 100 and for other special occasions.

∙ 11y agoEx-presidents are not running for anything and probably do not have time and money to send out birthday cards to strangers, but if you write a nice letter to one and stress how much he was admired by the intended recipient, who can say?
(Current presidents routinely send out cards to any citizen for special birthdays upon a request to the White House staff or your congressman. )
