It is most likely a problem with one of your seat belt buckles. Any Honda dealer will check this for you and if that is the problem they will replace the buckle for free. They don't call it a recall, but if you ask they will fix it.

You can't reset that light...there is no such thing as a 2002 Honda Element...they didn't come out until 2003.

Have the ECU scanned with an OBD2 scan tool and then repair the problem. You can then try to reset the ECU by removing the negative battery cable for 5 minutes which may or may not reset the ECU. If it does not, it will have to be reset with the scan tool.
You can disconnect the negative battery cable for 5 minutes which may or may not reset the check engine light. If that does not work you will need to have it reset with an OBD2 scan tool. Know that the light will just come back on if you do not repair the problem that cause the light to come on in the first place.
