If you have unpaid fines, a suspended or revoked licence, etc., the state of Illinois will recognise it and not let you get a CDL (or any other class licence) until you've gotten the situation in Florida rectified.
Added: Altough not specifically stated above - it is assumed that you know that you may not possess a drivers license from any other state other than the one you are a legal resident of.
