No, that would be quite silly of them. If any part of a series circuit is broken at all, the whole system fails. Houses are hooked into the lines in parallel - if a house then blows out its fuses or circuitbeakers, it will not affect the rest of the neighbourhood (apart from slightly raising the average current amongst them).
