In our parish you speak to the head of lectors or the pastor - if there is a need you would need training and not everyone is selected. Generally, you should be regualr practicing Catholic and in high school at youngest, often but not necessarily after Confirmation, depending on parish guidelines

Talk to your pastor and volunteer to be a lector. He may require that you be trained first.

Why don't Catholics use the Bible at Mass?

The Catholic Church is replete with traditions. As such, the Lector1 reads scripture from the Bible. Albeit, the majority of attendants do not bring a Bible to mass as they entrust the scripture reading to the Lector. The Church provides Lectionaries so that one can easily review all the readings used in a mass.Footnote:1. Lector - one whose chief duty is to read the scriptures in a church serviceFurther explanation: the Reader (who may be a lector, lector is one of the minor orders on the way to the priesthood) reads only the first two readings, the Priest, Deacon, or Bishop reads the Gospel. The readings are set up on a three year cycle to cover the entire New Testament and a good portion of the Old Testament. All of the readings are contained in Missals, Missalettes, or Hymnals for the people to read, thus if they want to read along with the reader, they do not need to bring their Bible from home. Plus the readings are invariable - they are the same for each particular Sunday or Feast day, and NOT dependent on the whim of the celebrant (priest) who is a servant of the liturgy, not it's master.

Who is the lector at a Catholic Church?

The lector at a Catholic church is one who reads the First and Second Reading and sings/chants the Responsorial Psalm in the Liturgy of the Word in the most holy Sacrifice of the Mass instituted by Christ to make his salvation known to all the nations and to the ends of the earth so that people may praise God.Roman Catholic AnswerAfter Vatican Council II, Pope Paul VI reduced the number of minor orders to two: lector and acolyte. He suppressed the orders of porter and subdeacon. Lector and acolyte are the ordinations normally given to second and third year seminarians in the Major Seminary. After acolyte, the next ordination is major - deacon. Lector is sometimes used, incorrectly of the readers at Church who are not ordained by are filling in at the local parish where there is not an ordained lector. Just as Extraordinary ministers are filling in for acolytes who are the normal extraordinary ministers of the Eucharist.
