Sometimes one side of the flasher still works so I turn it on that side and follow the sound. If both sides are shot, try manually moving the wand to try to get it to click; then follow the sound; If no sound they are generally located on or very near the upper part of the column. The hazard flasher is a different circuit. Good luck.
The flasher is located under the left side of the dash fjust forward of fuse panel. Probably have to use "feel" to locate it. The flasher closer to the steering column is the Hazard flasher.
The flasher on a 1999 Park aver is located under the dash. It is just to the right of the steering column.
I have a 1999 Bonneville SE and the emergency flasher is under the dash, above the brake pedal. You have to remove screws holding the lower dash on get under and look straight up skyward. It is a small silver canister clipped to an internal metal support. Near the steering column. Now i am looking for the turn signal flasher which i have been unable to locate.

Try looking in the fusebox under the dash.
Next to the fuses under the dash.
Its in the fuse box under the dash with the other fuses.
Underneath the steering wheel/dash. You do not have to remove the fuse cover panel(with drivers door open) because it is on the other side of the same panel. Just look up under the dash, locate the panel, flasher would be on the lower right of that panel.
